Mission / Objective
Our Charter is:
- To act as a contact and liaison point between people who want to rehome their animals and people who wish to adopt them.
- To facilitate the provision of care and accommodation to genuinely homeless animals, by providing enriching foster homes, when available, whilst finding them suitable permanent homes.
- To provide veterinary care for homeless animals, if required, prior to placement in a suitable permanent home. All animals are desexed prior to rehoming, to curb the exponential growth of unwanted animals in Victoria. When necessary, smaller vet expenses such as desexing and vaccinations are covered by the new owner, but larger vet fees are paid for via fundraising.
- To provide ongoing support and advice to those adopting, for the life of their new pet.

Fostering Information
Over 3000 animals, mainly dogs and cats, have been rehomed through The Animal Rehoming Service Inc. (TARS). Many of these have gone through our Foster Program.
Following is information which helps explain what’s involved.
Why does TARS need foster people?
Foster people are needed to look after homeless animals, before a permanent home is found. TARS often needs new foster people, as most retire from fostering, having adopted the animals they’ve been fostering.
Why should I foster?
Many people would love a pet, but can’t have one, due to travel or other commitments. Fostering provides them with a short term solution for those times when they’re available.
Some people choose to foster so they can trial a potential new pet. Having said that, a one week trial period is required prior to all TARS adoptions.
The final group are die-hard animal lovers, who get enjoyment and satisfaction out of helping animals in need.
Who pays for what?
Pet food, collars, ID tags, leashes, bedding and any medication or medical procedures are paid for by TARS.
How long does a typical foster period last?
Most foster periods last between one and four weeks, the quickest having been less than 24 hours and the longest being 4 months.
What’s involved?
Fosterers need to be experienced with pets. On top of that, a property inspection is conducted, to ensure there’s adequate space, fencing, indoor access and a draught free place for the foster pet to sleep.
Due to travel time and associated costs, preference is given to those living in the Bayside, Kingston, Glen Eira or Port Phillip areas. Should you not live in one of those areas, please contact us regardless, as we may be able to refer you to a closer rescue group.
How does it work?
Once you “go on the books” as a TARS foster person, you’re called whenever a suitable pet is in need. As much information is given to you at that point, so you can decide whether you’re interested in or able to foster that particular animal.
If you agree to foster, the pet is then dropped off to you. It’s then collected whenever an appointment has been made to meet a potential new owner, at a time that’s convenient to all parties.
